Ohio considers more driver's education requirements, stronger distracted driving penalties

olumbus -- The Ohio House is considering increased driver's education requirements and higher penalties for distracted driving.
The proposed law changes and others are included in the biennial transportation budget as part of an effort backers are calling "Drive Toward A Safer Ohio."
Among other provisions, the legislation would increase to 10 hours from eight the number of "actual behind-the-wheel instruction conducted on public roads" required before anyone 18 or younger can received their licenses. Anyone seeking their first driver's license would have to complete approved driver's education programs.
Additionally, the bill would place more restrictions on driving by holders of probationary licenses and require increased standards for drivers ed instructors and coursework.
"Today, kids go to professional, for-profit driving schools to get prepared to take their test," Dom Tiberi, a central Ohio TV sports anchor whose daughter was killed in an automobile accident, told members of the House Finance Committee Feb. 17. "All those driving schools are not created equal. That's why I'm glad to see that, with the Drive Toward A Safer Ohio proposal, the state would work to make sure that all driving schools and instructors live up to a strict set of standards, standards that would improve the quality of education our young drivers would receive. And adding simulated driving tests to license requirements would give our young drivers much more driving experience before they take to the road for real."
The legislation also would create a new offense, "distracted driving," with penalties for those who use electronic communications devices or engage "in any activity that is not necessary to the driving of a motor vehicle and impairs, or reasonably would be expected to impair, the ability of the person to drive the motor vehicle safely."
The citation could only be issued if offenders commit other moving violations, though.
"Distracted driving is an epidemic in our country," Tiberi said. "There are so many things that take our hands off the wheel, our eyes off the road, and our minds off our driving."
Also testifying Fegb. 17 was John Cooper, former Ohio State University football coach.
"... I am amazed at what other drivers are doing," he said. "I cannot tell you how many drivers I have seen eating meals, applying makeup, talking on the phone and swerving in and out of their proper travel lanes."

Parents of Novice Drivers Show Strong Support for Black Box Technology and the Graduated Driving License

Nearly half of all parents of novice drivers in the EU (46%) support black box technology[1] that would allow them to monitor their child's speed and driving behavior according to new findings from tire manufacturer Goodyear.

In the EU, the strongest support is in Italy (73%), Poland (72%) and Romania (72%). Across Europe, the level of backing for black box technology is similar among driving instructors, 47% of whom endorse the technology.

The new findings derived from a Goodyear Europe, Middle East and Africa (EMEA) survey of more than 6800 parents of novice drivers from 19 countries. This research informed the new edition of the company's White Paper 'Driving Safety First'.[2]

Black box technology is a growing trend and new impulses can be expected from the upcoming Geneva Motor Show. In-vehicle monitoring can significantly reduce risky behaviors, especially among young drivers. Research also indicates that novice drivers are more likely to improve their driving when they are aware that they are being watched by their parents.

Woman shot in road rage incident dies; video and sketch made public

 A woman shot during an apparent road rage incident late Thursday night died Saturday evening at UMC after being taken off life support.

Just an hour earlier, a sketch of one of the suspects in the shooting and surveillance video of the suspect vehicle were made public by Metro.

Tammy Meyers was taken off life support just after 7 p.m. Saturday. She died minutes later inside a UMC hospital room surrounded by family members who are overcome by grief, and still seeking justice. 


Detectives with Metro's Violent Crimes Section are seeking the public’s assistance in identifying and locating the vehicle and occupants involved in the incident.

The vehicle is  described as a four-door grey or silver sedan and may possibly have damage to the front driver’s side of the vehicle. It is also possible the car may have impact rounds from gunfire.

One of the occupants of the vehicle is described as a white man adult approximately 25 years old. He is approximately 6 feet tall and weighs about 180 pounds. This male has dirty blonde hair worn in a spiked style and has hazel or blue eyes.

No further information on the vehicle or other occupants is available.

Meyers was shot several times about 11:20 p.m. Thursday in front of her residence on the 7900 block of Mount Shasta Circle (near Alta and Cimarron).

An investigation indicated Meyers had been conducting a driving lesson with her teenage daughter in the parking lot of a nearby school located. At the end of the lesson, the woman was driving home when she had a near-collision with another vehicle.

There was a verbal confrontation between Meyers and the other male driver.

Mother of four shot, killed after giving daughter a driving lesson

A 44-year-old woman has died after being shot in the head in an apparent road-rage attack outside her home in Las Vegas.

Family members say Tammy Meyers died after being taken off life support Saturday night at University Medical Center.

Police say the mother of four gave her 14-year-old daughter a driving lesson in a nearby school parking lot and was driving back home when she had a near-collision with another vehicle Thursday night.

After an argument between the drivers, Meyers then drove home and summoned the help of an adult son as her daughter went inside the home.

Investigators say the suspect vehicle appeared outside the home, multiple shots were fired and the victim was struck by one round.

Three men were believed to be in the vehicle.

Freezing precipitation closes schools, makes driving difficult

A combination of freezing rain, sleet, and snow overnight from Monday into Tuesday morning closed schools in all five Mid-Shore counties and led to slippery conditions on area roads and sidewalks Tuesday morning, Feb. 10.

Despite the icy conditions, no serious traffic accidents were reported Tuesday morning by the Queen Anne’s County Sheriff’s Office and Maryland State Police. The sheriff’s office reported a multiple-vehicle accident on Route 50 west on the Kent Narrows bridge in which one person sustained minor injuries. There was also a three-vehicle accident on Route 213 north near Northbrook, but no injuries were reported.

Other single-vehicle accidents occurred on Shine Smith Road, Starr Road, Perry’s Corner Road and Spaniard’s Neck Road, but no injuries were reported, according to the sheriff’s office.

A winter weather advisory for the Eastern Shore was issued Monday night by the National Weather Service, warning of light mixed freezing precipitation. “The ice will make travel very difficult on all untreated surfaces tonight,” the advisory stated.

By 10:30 a.m. Tuesday, the precipitation had ended but icy conditions remained in some areas, the Weather Service said.

Looking ahead at later in the week, the Weather Service said that “a harsh Arctic outbreak is likely” over the Presidents Day holiday weekend with accumulating snow possible on Thursday and Saturday.

School bus driver ticketed for texting behind wheel

A bus driver for Colchester Schools is in hot water after a student allegedly caught him texting behind the wheel Wednesday morning.

Police say the whole incident was caught on camera when a Colchester High student shot a 20- to 30-second cellphone video of her bus driver allegedly texting while driving. The student's mom forwarded her daughter's video to police.

Investigators are withholding that video, but say it clearly shows William Blanchard, 43, holding his cellphone, pressing multiple buttons, while driving the kids to school around 7:30 a.m.

Blanchard is employed by Mountain Transit.

"You could clearly see he wasn't looking at the road for a few seconds at a time. So, traveling a distance, not looking at the road, driving a large vehicle, carrying several children is a very dangerous thing to do," Colchester Police Cpl. Roger Fisher said.

Blanchard was ticketed for using a handheld phone while driving a commercial vehicle. The offense carries two points and a $479 fine-- more than double the fine the same offense carries for noncommercial drivers.

We reached out to Mountain Transit for comment. The company had not called us back when this story was published.

House panel OKs plan to widen driving-course option for speeders

Drivers who tend to lean a little heavy on the gas pedal may soon be able to erase twice as many speeding tickets from their records.

Without dissent, the House Committee on Transportation and Infrastructure approved legislation Tuesday that says a motorist can attend defensive driving as often as once every 12 months to wipe out a citation. Now, drivers are eligible to go only once every 24 months.

What's important about that is not the money: It costs as much to attend a class or take the course online as it does to pay the ticket.

But completing the course means the violation does not show up on someone's driving record -- the record that insurance companies use to determine premiums. And that's precisely why a parade of insurance industry lobbyists showed up in opposition.

Several lawmakers said they heard the industry's concerns. But that did not stop the panel from approving HB 2411 unanimously.

The measure is being pushed by the Arizona Police Association.

"Tickets, if you stop and really look at them very pragmatically, are punitive,'' said Levi Bolton, the group's executive director. But he told lawmakers that most officers would prefer to "educate the conduct right out of you.''

He said just seeing those flashing lights in the rear view mirror and having to answer an officer's questions probably accomplishes a lot of that.

And Bolton said defensive driving school accomplishes much of the same thing.

Don Isaacson, lobbyist for State Farm Insurance, disagreed.

"Traffic schools have very limited value,'' he said.

"What they do is mask violations,'' Isaacson continued, making them invisible to insurance companies when they check a motorist's record. And that, he said, is important.

"The more citations you have, the more likely you are to have accidents down the road,'' Isaacson said, which is why insurers need to know that -- and set premiums accordingly.

In fact, he argued, there is a study which shows that wiping out tickets actually creates a worse driver.

"The crash rate's higher for those that go to school because they lose the incentive'' to drive safer,'' Isaacson said.

Rep. Rick Gray, R-Sun City, wasn't buying it.

He said a lot of "little old ladies'' from his district who are driving with the flow of traffic get cited by photo radar cameras the City of El Mirage has installed on Grand Avenue.

"I don't look at them as really flagrant law bashers,'' Gray said. "They're just people that make mistakes.''

And he said they should be given the opportunity to wipe out one citation a year.

Marc Osborne, lobbyist for Farmer's Insurance, also argued that letting people wipe out a ticket a year removes the incentive to drive better.

"The punitive nature of the traffic citation helps keep them honest,'' he argued.

But Rep. Sonny Borrell, R-Lake Havasu City, disputed Osborne's contention that traffic schools amounts to a "get out of jail free'' card.

He said there's the cost of the traffic school plus having to give up a Saturday to attend a class.

"It was a deterrent for me,'' Borrelli said.

Not all citations can be wiped out with traffic school. Anyone running a red light has to attend an eight-hour class. And even then the ticket remains on someone's record.

The measure now needs approval by the full House.

Ashley David Lovekin, aged 25, lost control of a Peugeot 206 while racing another car before slamming into a lampost in a collision which left 31-year-old Nicola Robinson dead.

Lovekin, who previously served a custodial term for killing his mother's boyfriend - was jailed for five years and eight months at Wolverhampton Crown Court, last July.
He admitted his dangerous driving caused Ms Robinson's death, as well as serious injury to his other passenger.
Lovekin, of Springfield Road, Dudley, was also ruled a 'dangerous' offender and was ordered to serve five years on extended licence after his release.

Three senior judges at a hearing on Friday at London's Appeal Court rejected a sentence challenge by Lovekin, saying the judge was 'perfectly entitled' to find him a danger to society.
Mr Justice Mitting said Lovekin climbed behind the wheel of the Peugeot at about 3.45am on August 4, 2013 - despite having no licence, no insurance and never having had a driving lesson.
With Ms Robinson and a 23-year-old man in the car, Lovekin was spotted travelling at over 50mph in a 30mph zone along Birmingham Road, Blakenhall, in the lead up to the crash.
While racing an Audi and pulling in and out of his lane, Lovekin lost control of the car and smashed into a lamppost.
Ms Robinson was killed instantly, while the other passenger was also badly hurt and Lovekin received minor injuries.
The judge who jailed Lovekin said he had been 'racing' in a built-up area and travelling at 'excessive speed'.
Mr Justice Mitting said Lovekin had previously been handed seven years' detention, in September, 2008, after he was convicted of manslaughter for stabbing to death his mother's partner.
On appeal, Lovekin's lawyers insisted that he was 'not a menace' and that he had shown genuine remorse and that the risk of him behaving in the same way again was minimal.
Lovekin, they argued, had vowed to turn over a new leaf after seeing 'the horrific consequences that can follow from stupid behaviour'.
However, Mr Justice Mitting, sitting with Lord Justice Jackson and Mr Justice Jay, said Lovekin's punishment was 'entirely justified'.
He added: "The judge was entitled to find that the sentence must protect the public from the significant risk of serious harm posed by further offending.
"For that reason...this renewed application [for permission to appeal] is refused."

Mrs Wood was just 18-years-old when her car collided with another and burst into flames during a driving lesson. She was left in a coma for months and suffered third degree burns to 42 per cent of her face and body

Mrs Wood, from Cornwall, was training to in beauty when she was involved in the collision which changed her life. She was pulling out of a T-junction and collided with a car, causing her vehicle to erupt in flames

She was initially taken to Treliske Hospital in Truro, Cornwall, but later transferred to the specialist Morriston Hospital in Swansea, where she eventually came out of her coma – only to spend several more months in hospital having treatment for her injuries.

As well as receiving specialist burns care, she also had to have some of her fingers amputated, several skin grafts and plastic surgery.

Mrs Wood, who was living with her parents Valerie and Robert, both now 48, at the time of the incident, had met her boyfriend Robert Wood just 11 months before the crash.

While she lay in a coma in hospital, her parents told Mr Wood, who was 21 at the time, that he didn't have to feel obliged to stick around when she was so ill.

Lindsay Wood's life was going well, at 18 years old she was about to take her driving test, had a lovely new boyfriend and was planning to train as a beauty therapist.
But her world came crashing down when the car she was driving was engulfed in flames after a crash on a final outing with her driving instructor.
As she pulled out of a side road, her instructor Shirley at her side, she crashed into another car.
The fuel tank in the car burst following the crash, fuel sprayed all over Lindsay and a spark ignited.
She suffered horrendous third degree burns on 42% of her body and had to be put into a coma.
More than a month later Lindsay woke up in the specialist burns centre in Morriston Hospital, Swansea after being transferred from Treliske Hospital in Cornwall.
Her parents Valerie and Robert, both 48, were waiting for her.
She said: "I was in agony, as soon as I opened my eyes and pain ripped through my whole body. I asked Mum what happened and she told me I'd been in a crash."
Her parents and told Lindsay that her driving instructor and the other driver had escaped unscathed from the accident.

They explained how the car had burst into flames and she had been severely burnt.
She said: "My face, arms and legs were covered in burns and I had undergone numerous opeations while unconscious to remove the burnt skin.
"Surgeons had grafted skin from the backs of my thighs, the top of my arms and my bottom onto my burns.
"I couldn't take it in. All I really wanted to ask was, 'What do I look like?' But I was too scared.
"And the pained look on everyone's faces said it all. I was a monster."
"Robert was there too - he told me it was mid-October and I had been asleep for more than a month."
The pair had only been dating for a few months and her parents had told him he did not need to wait around when she was so ill.
But he wouldn't listen.

Lindsay said it was around this time she realised how special Robert was as he travelled hundreds of miles to see her every weekend.
"He never gave up on me. I would make my family get me ready for his visits, I made them brush my teeth and wash me.
"One day I asked dad why he wasn't brushing my hair. It turned out the doctors had shaved it off - I was gutted.
"But Robert didn't seem scared by the swathes of bandages covering my face, shaved hair or burnt skin.
"He told me on our first anniversary, when I'd been unconscious, he'd sat with me.
"When I asked him was he did, he said, 'I chatted to you'.
"He impressed my parents - they thought he was a keeper.
"I thought he was too - he didn't seem fazed by my mangled face, my bloody arms or stumped fingers - amputated as a result of the burns.

"When I got down he would say, 'It'll get better', he was a constant presence, my shining light."
Lindsay said having her bandages changed was agonising.
"I was incredibly weak I couldn't even lift my arms," she said.
"I couldn't walk, hadn't even tried to get out of bed. Nurses had to wash me lying down and I couldn't even go to the loo or eat properly.
"I was tube fed for months, before having my mouth operated on.
"Despite this Robert was fantastic. I told him to leave me, but he said I was beautiful and brave and he wouldn't."
In around November 2009 Lindsay decided to look in a mirror for the first time.
She said he was awful but not as bad as she thought it would be.
Lindsay said: "I was sadder about my missing fingers on my both hands. I'd always wanted to get married at some point in the future and only had a stump where the ring should go."
She realised she would no longer be able to fulfill her dream of becoming a beauty therapist and instead focussed on physiotherapy.
Because of the seriousness of the burns she had to learn to walk again.
She said: "I repeatedly said I couldn't do it. I felt like a baby, learning to walk again.
"Every step with my walking frame felt like a mile. I would shout out but Robert was always there.
"Despite only being 21 and working full time as a sales assistant, he would come to the hospital, hold my hand, walk with me. He was fantastic.
"When I got depressed he told me he loved me."
In around December 2009 Lindsay was transferred from Swansea to Bodmin Hospital, nearer to her home in Cornwall, and her burns had become scabs.
"Even though I thought I looked horrible Robert would still tell me he loved me. And he would add, 'I fancy you too'."

Lindsay said: “It wasn’t easy. I was in and out of hospital five days a week, having physiotherapy, stretching my muscles and learning to walk. It was exhausting.
“In January 2010 Dad quit his job so he could help me.”
“In November 2010 – more than a year after the crash – Robert was with me when I took my first step without a walking frame. I was shattered.”
After Lindsay found her feet nothing could stop her. “I walked everywhere I could,” she said. With Robert by my side.
“In August 2011 Robert and I were in St Austell in Cornwall when he led me to a jewellery shop and asked me to pick out a ring.
“He told me he was proud of me and a week later got down on one knee. “As I looked at the pink sapphire glinting on my hand, I didn’t see scars. I saw a beautiful gem.”
On March 2, 2013, Lindsay and Robert married St Petroc’s Church in Bodmin.

Lindsay said: “I wore makeup to conceal my scars but I didn’t need to be self conscious, everyone said I looked lovely.
“At our reception at Lanhydrock Hotel nearby dad’s speech was emotional. He said he thought I might not walk again.
“Then he said he was so proud to walk me down the aisle.”

Lindsay and Robert are now living together, she has a full time job as a nursery nurse and has just passed her driving test.
The Law Society campaigned for her to be awarded £500,000 compensation for her injuries, paid for through insurance.
Lindsay finished: “When I think how far I’ve come I can’t believe it. “It’s all thanks to my fantastic family and Robert.”
