Why single out teens when drivers in every other age group also carry a significant number of passengers while also violating New Jersey's hand-held cellphone-driving law?

Because New Jerseyans rack up $14.8 billion — more than all but three other states — in annual medical bills and other costs attributed to road crashes, events that kill more young people each year than any disease, according the U.S. Centers for Disease Control and Prevention. That's one reason why, under the state's Graduated Driver License law, novice teen drivers are banned from using any electronic devices — hand held or hands free — and they're restricted from carrying more than one teen passenger for at least the first year of licensure.

Of course, police insist that they enforce the GDL law. But, like their reluctance to routinely stake out bars for drunken drivers, they don't usually make a habit of hanging around high schools to corral teens. Instead, they practice targeted enforcement — drunken driving around the Christmas holidays, seat-belt enforcement around Labor Day, etc. In each case, police departments apply for federal grants to fund overtime operations during these periods.

But two studies released this week — one by the Advocates for Highway and Auto Safety and another by the Traffic Injury Research Foundation — pointed to loopholes in New Jersey's GDL law that, if closed, might reduce the carnage in other ways.

In its annual report ranking states for successful driving laws, the Advocates left New Jersey off its Top 10 list, partly because its teen-driving laws do not include a feature requiring novices to fulfill 30 to 50 hours of mandatory, supervised driving before they're eligible for unrestricted licenses.

Like the Advocates, the Traffic Injury Research Foundation praised features of New Jersey's GDL laws. But it also criticized Garden State lawmakers for failing to improve the mandatory supervised training requirement, which currently calls for only 12 hours behind the wheel. In its evidence-based report — "A New GDL Framework" — the foundation also called for parental involvement and participation in the GDL process.

Under this approach, parents would be required to attend a 90-minute parent-teen orientation — either in school or on-line — so they could appreciate the advantages of training young drivers under the GDL.

Advocates have been pressing for this reform since former Gov. Jon Corzine's Teen Driver Study Commission called for it in a package of bills in 2008, most of which passed. But saying it had not been fully researched, Governor Christie vetoed this proposal in 2010.

A current bill sponsored by Assembly Transportation Committee Chairman John Wisniewski, D-Middlesex, calls for 50 hours of supervised training, including 10 hours at night, as well as extending the permit phase of licensure from six months to a year. It passed the Assembly last year but the bill has no Senate sponsor.

If passed, the law would effectively extend permit and provisional licensing status to two years, nearly enough time to allow novices to achieve 1,000 hours of total driving time, an amount that experts believe produces competence behind the wheel.

"The best way to learn to drive safely is through practice," explained Pam Fischer, a former state Division of Highway Traffic Safety director who headed the 2008 study commission. "And research shows that the biggest influence on teen driving is their parents."

Fischer added that only three other states — Mississippi, North Dakota and South Dakota — lack GDL provisions calling for at least 40 hours of supervised driving, a standard backed by several scientific studies.

"The foundation based its proposals on the best evidence available," said Cathleen Lewis, chief spokeswoman for New Jersey AAA, which supports the bill along with driver-education teachers and driving schools.

Lewis noted that adding substantially to New Jersey's supervised driving training requirement would also make New Jersey eligible for additional federal road-safety aid — a figure that she estimated could reach $600,000, about 5 percent of the Highway Traffic Safety Division's funding authority.

Mumbai RTOs freed of touts, driving schools stay away

MUMBAI: For the first time in their history, RTOs across Mumbai, Thane and Navi Mumbai became "tout-free zones" on Monday. Each RTO has put in place a series of checks to allow only bona fide citizens to enter the premises and to keep agents and touts at bay. The situation, though, was tense with protests outside some RTOs, and police had to be deployed to rein in crowds.

One of the consequences of the new directive was that several driving schools did not turn up at RTOs with their regular batches of students for driving licence tests. While RTOs have issued notices to these schools, if they remain shut, licence aspirants will suffer.

Some of south Mumbai's car dealers, who get vehicles registered, too, did not turn up in protest at the Tardeo RTO.

Meanwhile, BMC authorities demolished a few illegal offices owned by RTO agents and touts on Monday. More demolitions are expected this week, said RTO sources.

The move to bar touts comes close on the heels of a directive issued by state transport commissioner Mahesh Zagade who threatened to act against his own staff if any agent was found doing business within RTO premises. He will also make surprise visits this week.

Zagade's rule has not gone down well with 3,000-odd agents who do business from shops, kiosks and tables outside RTO precincts. While they all shut shop on Monday, some demonstrated outside RTO gates. Auto and taxi unions joined in, in the evening. Thampy Kurien of Mumbai Rickshawmen's Union said, "Our members are also being stopped from entering RTO premises. This is uncalled for as they are not touts. We will meet Zagade on Tuesday and, if required, move court."

Auto union leader Shashank Rao said his union also plans to protest. "Our members helped commercial drivers fill forms and direct them to counters."

Regional transport officer B I Ajri told TOI: "We are serious about implementing the directive. We have also set up a helpdesk with two officers and a clerk who will assist citizens in filling forms and answering queries. Our premises saw huge crowds on Monday; 700-800 applications were processed."

Deputy RTO Subhash Pedamkar (Tardeo) said a huge posse of staffers was deployed at entry and exit points. "If we see an agent or tout trying to enter, we have a special squad to block them," he said and denied a law-and-order situation.

MMRTA secretary P G Bhalerao said now every visitor is being screened since touts pose as applicants and smuggle in a bunch of application forms.
An agent said, "This is our daily bread and butter and hundreds of agents will be rendered jobless. We are providing a service and in return accept a service fee. There is nothing illegal about our operations.."

Five school bus drivers not properly licensed

KNOXVILLE — Following a tragic bus accident involving two Knox County School buses in December which killed two students and an aide, it has been found that five school bus drivers are not properly licensed. The Knox County Schools Transportation Department performed a preliminary review of the licensure status of all 464 school bus drivers working for its bus contractors.

The review shows that three bus drivers for the Knoxville Area Transit (KAT) system did not have the proper school bus licensure when the review was conducted in December. These drivers have now been removed from driving school buses for contractors serving the Knox County Schools. While each driver had a valid commercial driver’s license, their school bus endorsements were still only in the permit status. Therefore, they had been driving school buses for our contractors without the appropriate licensure to do so.

Miscommunication with the Transportation Department allowed two of these drivers to drive school buses for contractors on Tuesday, January 6th. These two drivers had recently successfully completed the road test required by the Tennessee Department of Transportation, so that they now possess a full school bus endorsement. Therefore, these two drivers were actually properly licensed to drive school buses on Tuesday. “However, said School Superintendent James McIntyre, “those drivers should have been off the road until the investigation was completed and consequences determined for the licensure deficiencies for both the drivers and the contractors.”

“These licensure issues are serious deficiencies, and we have placed the contracts under review for each of the contractors with improperly licensed drivers, and we will be terminating the service agreements for the routes in question effective in the next school year.”

Hendricks school, NASCAR driver Jeff Gordon mourn couple

According to the Tennessee Highway Patrol, Larry and Jackie Sparks died Monday morning when their RV left the northbound lanes of I-75 close to Jellico, Tenn., and hit a tree. The couple's daughter Debbie Dorrell, a teacher at Granville-Wells Elementary in Western Boone, was pinned inside and had to be rescued by initial responders.

Dorrellwas later airlifted to UT Medical Center in Knoxville, Tenn., exactly where she underwent surgery, police said.

The family members was heading back to Indiana from Virginia after taking element in the Goody's 500 NASCAR race at Martinsville Speedway.

A single of the NASCAR stars competing in the race learned the basics of the road directly from Larry Sparks.

Shortly soon after news of the crash, Jeff Gordon posted Twitter and Facebook messages about the loss of his former driving instructor.

Jackie Sparks taught at Pittsboro Elementary for a lot more than 20 years and retired in 2000. She later returned as an instructional assistant.

Larry Sparks taught and later became a principal at Tri-West Higher College. He left administration and went back to the classroom to teach just before his retirement in 1999. Following retiring, he came back to drive a bus for the district.

When Ward arrived, Larry Sparks was assistant principal.

"I worked with him for a few years, and then he became principal," Ward said. "I surely looked at him as my boss, but I also considered myself an understudy so to speak due to the fact I was interested in going into administration, as effectively."

Ward mentioned he closely watched how Larry Sparks handled issues as principal. The lessons passed on during that time would help in Ward's future growth.

"He was a friendly, outgoing, cooperative person to work with. He was usually upbeat about issues at school," Ward mentioned. "I consider he's a fantastic listener. "He was one of my easiest teachers to function with simply because he knew what it was like to be a principal," he said.

Ward added that both Larry and Jackie Sparks received rave testimonials as teachers from his three daughters.

"Jackie ... what a sweetheart," Ward mentioned. "My daughters just loved her class and my a single daughter nonetheless remembers the leaf collection lesson from her class ... to enable students recognize Indiana trees. They have been excellent, and if my daughters ever had any problems, Jackie would usually let us know."

Former student Cheryl Jones also mentioned that her time in Jackie Sparks' fourth-grade class was unforgettable, thanks in part to her special style and entertaining-loving approach to teaching.

"I recall she would wear the '50s style poodle skirts ... she was a entertaining gal," mentioned Jones who graduated high college in 1996. "She was just various, and she went above and beyond for her students. I also recall she had a favourite saying that she would say in class three or 4 instances a day. She would say, 'If you have questions, speak now or forever hold your peace.' It was just 1 of these small items that stuck with you as a kid."

When thinking about Larry Sparks, Jones remembers his presence and his ability to brighten anybody's day with just a few words.

"He was fast to joke with you. If you have been walking down the hall and you had a frown on your face, he could say anything to make you smile," she stated. "But us, we called him 'Sparky,' and that's who he was to us.

"He was like an uncle or a family members pal. He was every thing to us."
