Rwanda: Police Direct Driving Schools to Limit Student Numbers

Police have directed driving schools to limit the number of students as part of efforts to produce competent drivers. According to the spokesperson for Traffic and Road Safety, CIP Emmanuel Kabanda, the new directive is meant to enhance driving schools' efficiency.

"Driving schools used to give us lists of students that they claim to have trained but we found them not fit to get driving permits," he noted.

Kabanda said the limit on students will facilitate learning. According to the directive, the number of students for practical and written tests varies from one area to another.

The maximum number of candidates for practical tests in Kigali's Remera site, with two driving schools, has been set at 404; Nyamirambo site comprising of six schools, 603 students, Gahanga with eight schools, 623 students; and Murindi with three schools 401 students.

For written tests, all sites in Kigali must not register more than 3000 candidates.

Emmanuel Twagirayezu, the head of Rwanda Association of Driving Schools, told The New Times that the decision was arrived at after a meeting with Police.

The meeting instituted a committee of six members that conducted an assessment tour of driving sites prior to approving the directive.

Twagirayezu said the measures would stem irregularities in driving schools.

"Big numbers were the source of irregularities. Many students fail driving tests because they are not well trained," he said.

However, some driving schools owners did not welcome the new directive.

"We have to pay taxes, social insurance, salaries among other expenses. Most of us took loans to put up these businesses. It won't be easy to pay all these fees because the fewer the students, the lower the income," said François Habimana, head of Remera-based United Driving School.

He added that Police did not consult with them before the decision was made.

Some students who convened at Amahoro stadium for driving tests recently said the decision came as a shock.

Isaac Mfitumukiza, a student from Ngororero is among those who deplored the decision.

"We came prepared for the test, only to be told that just 200 students were selected. Others were asked to wait for the next exam," he said.

"If our codes expire at the end of this month, we will have to pay another Rwf5000. Some of us come from Huye and Musanze. If we add transport and the fees paid to study driving, it becomes expensive."

3 teens killed during Driver’s Ed lesson

A Brooklyn teen and two pals learning the rules of the road were killed while taking a driving lesson upstate, authorities said.

Antonio Baglivo, 16, and the other teens were taking a driver’s education class Tuesday when their car was slammed by a tractor-trailer on County Route 1A in Edenville, according to reports.

“He was just full of life … it’s devastated the family. We’re at a loss,” the boy’s grief-stricken uncle, John Fixser, told The Post. “He should be here with us enjoying the summer.”

Fixsen and his wife, Barbara, have been caring for Baglivo for the past three years, though his mom also spends a lot of time with the family, the uncle said. His dad still lives in Brooklyn.

“Tony was all about the underdog,” Fixsen said. “He was more like a brother to my kids than a cousin. He always made people laugh in skits. He was a great kid, great heart.”

Baglivo, who was to start his junior year at Goshen High next year, was ecstatic to make the varsity football team.

“He was a big football fan — he loved all teams,” the uncle said. “He was a typical 16-year-old … into girls, video games.”

Fixser said the boy’s parents sought a safer environment for their son upstate “to give him a better way of life.”

“He was happy here,” he said, choking with grief.

Hundreds who gathered for a candlelight vigil Wednesday night for fellow Goshen High students Baglivo and Paul VanDoran found out that Lucas O’Connor also died of his injuries.

Teenager has Will to succeed as instructor

Will, from Seaton Ross, has just qualified as a gliding basic instructor at 16, and before he can even take a driving lesson.

After comprehensive training with the club’s senior instructors, he was sent to the briefing room and then into the air during a week with fellow club member Chris Price, a regional gliding instructor examiner, on the basic instructor’s course.

Finally, there was a further morning of practical tests with club chief instructor John Norman that included Will teaching a trial lesson at the controls, which he passed with flying colours.

His qualification was endorsed later that day, Thursday 24 June, by the British Gliding Association, exactly three months before his seventeenth birthday, making him the youngest instructor ever to qualify at the club.

Before taking off for his first trial lesson flight with visitor Brian Gould that evening Will said: “I can still hardly believe the phone call from the BGA this afternoon.

“I would like to join the RAF as a pilot and I have to thank everyone at the Wolds Gliding Club who has helped me get to this level already.

“I’m really looking forward to taking my family flying too to thank them for everything they have done”.

Will was able to do that in the evening and after he had finished his visitor flying he took his father, Mark, (not a pilot himself) for a sunset flight over Pocklington.

Mark, who has a motor engineering business, said: “Next I expect he will want to be wanting to learn to drive a car once he’s old enough.”

Now Will is planning to take his headmaster, Mark Ronan, of Pocklington School, for a flight soon.

John Norman said: “Will has shown remarkable dedication and skill since his first solo flight less than two years’ ago at Pocklington.

“He has more than met the requirements to become a basic instructor in the total hours he has flown since then and with achievements like his cross country flying for the silver badge qualification.

“He has even successfully completed an aerobatics course. The visitors who flew with him tonight commented on how clear his instruction was.”
