WILMINGTON- Driver education students at Twin Valley High School may have to take a detour on their way to receiving their licenses this year, as the school has been unable to fill an open instructor position. TVHS Principal Tom Fitzgerald and Windham Southwest Supervisory Union Superintendent Chris Pratt updated the Twin Valley School Board about the problem at Tuesday’s regular board meeting.

“We don’t have a teacher,” said Pratt. “We had two candidates. One declined, and one was too far away. There’s no one interested in providing it as a contractual service either.”

“They’re an endangered species,” said Fitzgerald. “There are very few instructors left in the state.”

Pratt explained that the district has been looking for a driver’s education instructor since April, when the previous instructor, Dave Kolkebeck, retired. The search has been difficult, in part due to the certification requirements needed to be a driving instructor in Vermont. According to Pratt, to become certified requires a licensed teacher to have 12 hours of additional coursework. The state will also not grant a provisional license to a teacher willing to put in the extra time. Pratt noted that licensed instructors from surrounding states are not recognized by Vermont, which adds to the hiring dilemma.

Fitzgerald and Pratt said that initially they were under the impression that the Vermont Agency of Education would grant the school a waiver to teach without a licensed instructor, but when they applied for one they were told no.

“The state won’t consider a request for a driver education waiver,” said a frustrated Pratt. “They told us we hadn’t explored all of our options.”

Pratt added the only qualified teacher they could find was in the northern part of the state, and it wasn’t economically feasible for that person to commute to Whitingham three times a week. Closer schools, such as Leland & Gray, Brattleboro, and Mount Anthony, have instructors who don’t have time available for Twin Valley.

“When I asked the state what their solution would be,” said Pratt, “they said we have to offer it (driver education). So basically they have no solution for us.”

Board member Aimee Reed said, “That is unacceptable as a parent.”

Both Pratt and Fitzgerald agreed but reiterated the state’s refusal to consider the waiver, or provide them with other options, has limited their ability to offer the course.

“Is there a way to do the classroom portion online?” asked board member Phil Taylor. Pratt said he didn’t know. “For something that’s mandated by the state, there’s very little support.” Pratt said he would contact the AOE again, in part to express the board’s frustration with the situation. Fitzgerald said former instructor Kolkebeck was unavailable and at last report was hiking in Spain.

WSSU business manager Karen Atwood suggested another former instructor, but there was uncertainty as to whether his certification would be valid.

“I would be happy to take a stab at this one,” said Rep. Ann Manwaring, who was at the meeting and sits on the House Education Committee. “I don’t understand why you can’t get a waiver.” She said she would contact Pratt for additional information before contacting the AOE.

“We are at the point where I have a class scheduled to start on Monday,” said Fitzgerald, “and there are kids who won’t be able to work it into their schedules later in the year. I don’t know what I’ll do with the 17 kids.”

“It will put the students a year behind in driver education,” added Pratt.

Dundee coach driver caught speeding on school run

A Dundee coach driver was caught speeding near a primary school while his bus was carrying pupils, The Courier can reveal.

The driver was one of more than 100 motorists caught speeding near Tayside schools as part of a police crackdown at the start of the new term.

The 46-year-old driver of the Fishers Tours bus was caught speeding near Barnhill Primary School as he took pupils to Monifieth High.

A police statementy read: “Police Scotland can confirm that a 46-year-old man was issued with a Conditional Offer of Fixed Penalty in relation to a road traffic offence on 7 September 2015 at Balgillo Road, Broughty Ferry, Dundee.”

A total of 129 motorists were caught speeding across Tayside during the two-week clampdown.

A further 20 people were reported to the courts for careless driving, four were caught using mobile phones at the wheel and 14 adults were clocked without a seatbelt.

In addition, 16 verbal warnings were given to motorists parking dangerously or driving recklessly near schools.

The campaign involved the monitoring of drivers at pick-up and drop-off times at schools, as well as checks in various parts of the region.

Inspector Brian Poole, one of the officers spearheading the campaign, said the crackdown is just part of the work police do to combat speeding.

He said: “These figures, from the Road Policing Unit, are just a snapshot of what we’ve been doing.

“Campaigns like this one will be carried out again throughout the year.

“It has been fairly successful in educating people about the factors that increase the risk of a collision: speeding, using a mobile while driving, not wearing a seatbelt and various other things.

“This is what it’s about – educating people, rather than simply handing out tickets.

“The campaign was a two-pronged approach, with the first phase carried out outside schools and the second aimed at protecting vulnerable road users such as children and the elderly.”

The checks were carried out in Dundee, Angus and Perthshire at the end of last month. Nine warnings were given to motorists behaving dangerously around schools in Dundee, five in Angus and two in Perthshire.

Mr Poole added: “The majority of parents took note of our presence because they realise that this is done for the safety of their own children.

“It is so important that people drive safely not just during our campaigns, but all the time. There has been a fatal collision recently and it’s tragic events like this which keep us focused on our work and priorities.”

A spokesman for Fishers Tours declined to comment when contacted by The Courier.

Ms. Vogel fearlessly explores a dangerous subject with extraordinary compassion and humor to tell a unique story about one of our closely held taboos,” Clark said. “Like all great dramatists, she gives us a story that raises thorny questions and compels us, the audience, to come up with our own answers.”

Don Stewart plays troubled Uncle Peck, a deeply flawed man haunted by past and present horrors. He seeks love and connection desperately, and in the process, damages Li’l Bit forever. Director of transportation for Wilson County Schools fired

MOUNT JULIET, TN (WSMV) -

Wilson County Schools Director of Transportation Tiffany Lowery was fired on Tuesday, according to the school district.
District officials listed nearly a dozen reasons for Lowery's termination, with incompetence topping the list.

"Multiple reasons factored into the decision to terminate Ms. Lowery, but the bottom line is the decision was made in the best interest of the students and operations of Wilson County Schools," Director of Schools Donna Wright said in a statement.

Lowery had been on the job for less than a year. It was her first director of transportation position.

A letter in Lowery’s personnel file said she failed to notify parents when bus routes changed daily.

Lowery is also accused of creating a hostile work environment. She allegedly bad-mouthed bus drivers and stopped them from talking to upper-level administrators.

“We take the safety of their children first and foremost. That’s paramount,” said Amelia Hipps, a spokesperson for Wilson County Schools. “We have made the change in regards to personnel because we want children to feel safe and be safe.”

Hipps said the culture prompted several bus drivers to quit. The last straw came when several veteran bus drivers handed in their retirement papers and said they couldn’t take it anymore.

Shane Cook, operational director of transportation, is serving as interim director until a permanent replacement can be appointed.

“We want the transportation department to settle down, to run smoothly and for parents to have confidence,” Hipps said. “He or she is going to arrive safely at school and in the afternoon.”

School district officials said they are experiencing a shortage of bus drivers since other drivers have left under other circumstances. They need 15 more bus drivers. It has gotten so bad, an assistant principal is currently driving a school bus.

“The routes are covered, it just means sometimes they have to run doubles,” Hipps said. “We do need bus drivers. There is a need for bus drivers.”

Ford staff are driving force behind West Horndon school's makeover

AS THE summer holidays get under way, a team of workers from Ford in Dunton gave a primary school a welcome makeover.

Redecorating chipped walls, building a summerhouse and replacing and repairing a broken and rotten gate were some of jobs that helped transform West Horndon Primary School.

The volunteer day is part of Ford's commitment to supporting the community and saw 13 employees swap slide rules for paint brushes and hammers on Friday.

Andrew Fletcher, whose two children are set to attend the school, explained: "It's a project we do over the summer.

"We are doing some painting, putting together a playhouse, a summerhouse, repairing the front gate and replacing the wooden slats that were rotten."

Last year, staff helped charity Thurrock Mind refurbish its community garden.

The year before, a team of 24 employees was dispatched to refurbish Shenfield High School.

Mr Fletcher, who lives in Thorndon Avenue, continued: "Basically, we look for someone who knows of a project in the area. I've got two young children who will probably both be attending the school – the eldest will start next year.

"As the school is only four miles from the Dunton Ford building, it is ideal for everyone who travels to Dunton just to go that little bit further.

"We have painted the stairs, the bannisters and the wood that goes up to the second floor.

"We have had a team out the front who have been painting and repairing the front gates.

"They also have a double-decker bus, which has been painted from the inside and we have built a wooden playhouse too."

Mr Fletcher, who armed himself with a paintbrush, asked the school if they would like a helping hand over the summer holidays.

"Of course, as it is with most schools, they only have one caretaker and he can only do certain tasks – he has to contract other jobs out," Mr Fletcher said.
